EFCC arraigns Chinese man in Lagos

The Economic and Financial Crimes Commission, EFCC, has arraigned a Chinese national, Li Kuang Kuang, before the Federal High Court in Ikoyi, Lagos, on charges related to cyber-terrorism and internet fraud.

In a statement released on Thursday, the Commission stated that Kuang appeared before Justice Daniel Osiagor on a one-count charge of cybercrime.

Kuang was identified as one of 792 individuals apprehended during a major sting operation known as the “Eagle Flush Operation,” which took place on December 19, 2024.

The operation targeted a syndicate allegedly engaged in cryptocurrency investment scams and romance fraud schemes.

The charge against Kuang reads: “That you, Li Kuang Kuang, and Genting International Co. Limited, sometime in December 2024 at Lagos, within the jurisdiction of this Honourable Court, willfully accessed a computer system with the intent to destabilize and destroy Nigeria’s economy and social structure, thereby committing an offence contrary to and punishable under Section 18 of the Cybercrime (Prohibition, Prevention, Etc.) Act, 2015 (as amended in 2024).”

Kuang pleaded “not guilty” to the charge.

Following the plea, the prosecution counsel, U.S. Kyari, requested a trial date and for the defendant to be remanded in a correctional facility.

Justice Osiagor subsequently ordered Kuang’s remand at the Ikoyi Correctional Center and adjourned the case to July 18, 2025.
